ESPN's Chris Mortensen reported yesterday that the St. Louis Rams, who hold the second pick in the NFL draft, were advised by the NFL management council that they do not have permission to begin negotiations with any player now that the Miami Dolphins have signed Jake Long. The novelty of Long's early signing apparently created some uncertainty. Normally, if the team selecting first signs a player before the draft, it happens in the 24 hours leading up to the first pick, which allows very little time for the team with the second pick.

Our View:The top 5 picks of the draft have become somewhat of an albatross, since teams have to guarantee between $20-30 million for a rookie, who has never played a down in the league. We think these teams should be able to negotiate with their target, as long as the team above them in the pecking order has a sealed deal with their pick.

Marc Bulger gave himself a clean bill of health this week, according to the Belleville News-Democrat. "Nothing from the concussion, my ribs feel great," Bulger said. "Those are the only two issues I had." Bulger, who missed four starts last season because of broken ribs and a concussion, said that right now his body feels better than it did at the same time the previous two years. No debating the fact that Bulger is talented; however, from 2005-07 he has missed 12 starts due to various injuries. Coming off an injury-riddled campaign, Bulger should be a value pick in 2008, but make sure you draft a solid backup.

Scott Linehan plans to run a tougher training camp this summer, and will play his regulars more during the exhibition season, according to the St. Louis Post-Dispatch. "I think camp is (always) tough," Linehan said. "But yeah, I want it to be challenging. I want it to test our limits, and I want it to be competitive. In my personal history, I've felt the tougher the camp … the better the team played early." With his job on the line this year, Linehan has made several offseason changes, from his coaching staff to his roster — and now to the way he'll prepare his team for the regular season.

Wild-card teams could be seeded as high as No. 3 in their conference and thus have a home playoff opener if an NFL competition committee proposal is approved by league owners next week in West Palm Beach, Fla., according to the St. Louis Post- Dispatch. Under the proposal, the two division winners with the best won-lost records still would be seeded Nos. 1-2 in each conference and receive first-round playoff byes. But the four other playoff qualifiers in each conference - the two remaining division champions and the two wild-card teams — will then be seeded according to won-lost records.

The St. Louis Post Dispatch reported Tuesday that head coach Scott Linehan still isn’t finished retooling his coaching staff. But the heavy lifting has been done. Six members of Linehan’s 19-man staff are gone. Four have been replaced from outside, one from inside, and one spot remains unfilled. The latest moves haven’t been announced yet, but Terry Shea will become the quarterbacks coach and Mike Cox probably will move to assistant secondary coach from defensive quality control-assistant defensive line.
